Guatemala explores data-sharing models to strengthen government digital transformation


The Presidential Commission for Open and Electronic Government (GAE), with the support of the United Nations Development Programme (UNDP) in Guatemala, convened the workshop “Data-Sharing Models for Guatemala” to foster strategic and technical dialogue among government authorities, specialized teams, and other key stakeholders. The workshop provided a space to examine pathways toward a national interoperability architecture grounded in secure, ethical, and people-centred data-sharing models.

During the session, participants reviewed key findings from a technical assessment of Guatemala’s existing data-exchange systems, based on bilateral interviews with public sector institutions. The workshop also highlighted international experiences and emerging trends in data-sharing frameworks, electronic signatures, and digital government, offering valuable inputs to inform national planning and decision-making.

This initiative is part of a broader inter-institutional effort to modernize the State, led by the Government of Guatemala through the Digital Transformation Roundtable, which aims to coordinate progress toward an inclusive, transparent, and efficient digital transformation. The process responds to the need to establish a public digital infrastructure that strengthens digital governance and improves the delivery of public services.

Guatemala continues to make steady progress toward building a robust public digital infrastructure, a critical foundation for achieving interoperability across government institutions. These efforts are essential to improving service delivery, closing access gaps, and ensuring rights are upheld in a more efficient and inclusive manner.

The workshop was held under the project “Enabling digital transformation and improving large-scale public service delivery in Guatemala”, led by the Presidential Commission for Open and Electronic Government (GAE), with technical support from the United Nations system in Guatemala and financial cooperation from the European Union and the Joint SDG Fund.
