How Turkmenistan's social service is developing: inclusion and personnel


Turkmenistan, together with UN agencies, is working on the implementation of the Program "Improving the social protection system by introducing inclusive quality social services at the local level." The developed social protection system focuses on targeted assistance and covers services for people with disabilities and chronic diseases who need home care and rehabilitation, children left without parental care, dysfunctional families, etc.

The main goal of social work is to help those who are currently unable to cope with their problems. But help so that in the future this person can independently solve them. For this, personnel are now being trained who will implement the program in the regions and in Ashgabat. It is planned to work with the Ministry of Education to create a special department or faculty on the basis of the country's universities, which will graduate social workers.

Social workers within the program will provide basic and special services. Basic services at the local level will include the management of each case, including assessing the situation of the client, planning interventions or referral to other services, counseling, etc.

Specialized services - for certain groups of clients who need professional psychological, pedagogical, medical and other types of assistance - must take into account the uniqueness of each case and person, their mentality, worldview, environment, etc. This format is recognized as the most effective, as it is based on communication and voluntary participation.

In addition to the main national partner, the Ministry of Labor and Social Protection, the Mejlis of Turkmenistan, the Ministry of Foreign Affairs and the Ministry of Internal Affairs, the Ministry of Health, the Ministry of Finance and Economics, the Ministry of Education, Sports and Youth Policy, Justice, and other state and public organizations are involved in the implementation of the program. Among UN partner agencies: UNICEF, UNDP, UNFPA, UNODC.
