Pacific Pioneers: Suva Sets a First for SDG Localization in the Pacific


In 2025, Suva made history. The capital of Fiji became the first city in a Pacific Small Island Developing State to produce a Voluntary Local Review of the Sustainable Development Goals. The milestone marks a turning point for how cities in the Pacific translate global commitments into local action.

For small island cities facing climate risks, rapid urban growth, and social inequality, Suva’s Voluntary Local Review represents more than a reporting exercise. It shows how local governments can lead sustainable development through data, community engagement, and accountable governance that reflects local priorities.

Suva’s achievement was supported through the Joint SDG Fund–backed initiative Accelerating Multi-Level Action for SDG Localization in Fiji. The initiative strengthens links between national and local decision-making, helping ensure that progress on the SDGs is driven not only at the national level but also through concrete action in cities and towns.

The Voluntary Local Review highlights Suva’s progress across eight priority SDGs. It documents improvements in sanitation, public transportation, and urban services, while identifying ongoing challenges related to healthcare access, gender equality, and climate action. Importantly, the review looks ahead. It sets out practical recommendations, including the establishment of a dedicated SDG Implementation Committee, now underway, to strengthen coordination and accountability at the city level.

The process reflects a locally led approach to sustainable development. City-level data, consultations with stakeholders, and community perspectives shaped the analysis. This approach demonstrates how global frameworks like the SDGs can be adapted to local realities and used to guide everyday planning and investment decisions.

Running from October 2024 to October 2025, the project is led by UNESCAP in partnership with UN-Habitat, under the leadership of the UN Resident Coordinator’s Office, and in close collaboration with the Ministry of Local Government and municipal councils.

Suva’s milestone is already catalysing broader change across Fiji. Building on this first Voluntary Local Review, Lautoka City Council and Labasa Town Council are developing their own reviews. At the same time, a national SDG localization training programme is being rolled out across all 13 local councils in the country. Local governments are gaining the tools, data, and institutional capacity needed to align development planning with the SDGs.

As the first Pacific Small Island Developing State city to undertake a Voluntary Local Review, Suva is helping shape a new model for SDG localization in the region. Its experience shows that sustainable development starts locally, when cities are empowered to lead and global goals are translated into meaningful impact for communities.
