Ministry of Finance, National Planning Secretariat and UN promote seminar series on financing for sustainable development in Ecuador


With the objectives of training and raising awareness about the importance of financing for sustainable development in Ecuador, a series of online seminars were launched on September 21, organized by the UN in Ecuador through its program 'Financing the SDGs and targeting chronic child malnutrition', with the participation of the Ministry of Economy and Finance and the National Secretariat of Planning.

Lena Savelli, UN Resident Coordinator in Ecuador, expressed the relevance of the link between national planning and budgeting to the achievement of the Sustainable Development Goals (SDGs). On the other hand, she highlighted the commitment acquired in terms of joint work and the need to add initiatives from multiple actors in society: "In this framework, the development of training spaces such as the one being launched today contributes to strengthening national capacities to promote participation and the support of more actors towards sustainable development".

By his side, Jairon Merchán, national secretary of the National Planning Secretariat, highlighted the efforts made to align national planning with the SDGs, which will make possible to achieve national and global development goals: "Today more than ever, it is necessary to deepen in the link between national planning and the SDGs, but also in the budget needed to develop this planning".

José Gabriel Castillo, Vice Minister of Economy, highlighted the effort made in the eradication of chronic child malnutrition, a problem that has a high impact in Ecuador and that is the main focus of the efforts of the UN Program.  To reduce this issue, the vice minister claimed that "we need a coordinated action by social and political actors and related institutions because the multidimensional nature of the problem of malnutrition avoids reaching solutions without responding to the structural problems of poverty".

Representatives, officials and members of the Ministry of Economy and Finance, the National Planning Secretariat and the Technical Secretariat Ecuador Grows Without Child Malnutrition participated in the session of the first seminar. This session addressed the bases of financing for development, the alignment of national planning with the SDGs, planning under the Results Management System for Development and linking the budget with the SDGs. For this last topic, technical staff from both UNDP and the Mexican Ministry of Finance shared their experience with the attendees.

This was the first of a cycle of four seminars, which are structured in a modular way and will be held between September 2021 and April 2022, combining content derived from the results of the joint program and lessons learned from international experience.

Program to secure resources for the 2030 Agenda and the end of chronic child malnutrition in Ecuador.

The Program 'Financing the SDGs and targeting chronic child malnutrition' is implemented by UNDP, the United Nations Children's Fund (UNICEF) and the World Food Programme (WFP).

This initiative, which will be implemented over 2 years, and with a budget of around US$1.4 million, is supported and financed by the Joint United Nations Fund for Sustainable Development Goals (SDG Fund) and aims to improve the management of sustainable development financing in Ecuador and leverage both public and private resources for the SDGs. Specifically, the strengthened financial structure will address one of the country's main health problems, chronic child malnutrition, which affects 1 in 4 children in Ecuador.

 

Ministerio de Finanzas, Secretaría Nacional de Planificación y ONU promueven ciclo de seminarios sobre financiamiento para el desarrollo sostenible de Ecuador

Con los objetivos de capacitar y sensibilizar sobre la importancia del financiamiento para el desarrollo sostenible del Ecuador, el pasado 21 de septiembre se inició un ciclo de seminarios en línea, organizado por la ONU en Ecuador a través de su Programa ‘Financiando los ODS y atacando la desnutrición crónica infantil’, con la participación del Ministerio de Economía y Finanzas y la Secretaría Nacional de Planificación.

Lena Savelli, coordinadora residente de la ONU en Ecuador, manifestó la relevancia del vínculo de la planificación y la presupuestación nacional respecto al logro de los Objetivos de Desarrollo Sostenible (ODS). Por otro lado, destacó el compromiso adquirido en materia de trabajo conjunto y la necesidad de sumar iniciativas de múltiples actores de la sociedad: “ En ese marco, el desarrollo de espacios formativos como el que está siendo lanzado hoy contribuye al fortalecimiento de capacidades nacionales para promover participación y el aporte de más actores hacia el desarrollo sostenible”.

Por su parte, Jairón Merchán, secretario nacional de la Secretaría Nacional de Planificación, resaltó los esfuerzos realizados para la alineación de la planificación nacional con los ODS, los cuales permitirán alcanzar los objetivos nacionales y mundiales de desarrollo: “Hoy más que nunca es preciso profundizar en la vinculación que existe entre la planificación nacional y los ODS, pero también en el presupuesto necesario para ejecutar esa planificación”.

José Gabriel Castillo, viceministro de economía, resaltó el esfuerzo realizado en la erradicación de la desnutrición crónica infantil, problemática que tiene un alto impacto en Ecuador y es eje de los esfuerzos del Programa de la ONU.  Para reducir esta problemática, el viceministro afirmó que “necesitamos una acción coordinada por parte de los actores sociales, políticos e instituciones vinculadas pues la naturaleza multidimensional del problema de desnutrición impide alcanzar soluciones sin que se de respuesta a los problemas estructurales de la pobreza”.

Representantes, funcionarios y miembros del Ministerio de Economía y Finanzas, Secretaría Nacional de Planificación y Secretaría Técnica Ecuador Crece Sin Desnutrición Infantil participaron en las sesiones del primer seminario donde se abordó las bases del financiamiento para el desarrollo,  la alineación de la planificación nacional a los ODS; y la planeación bajo el Sistema de Gestión de Resultados para el Desarrollo y vinculación del presupuesto con los ODS. Para esta última temática se contó con la intervención de personal técnico tanto del PNUD como del Ministerio de Hacienda de xico, ambos compartieron su experiencia con los asistentes.

Este fue el primero de un ciclo de cuatro seminarios, los cuales están estructurados de manera modular y serán llevados a cabo entre septiembre de 2021 y Abril de 2022.  combinando contenidos derivados de los resultados del programa conjunto y lecciones aprendidas desde la experiencia internacional.

Programa para asegurar recursos a la Agenda 2030 y el fin de la desnutrición crónica infantil en Ecuador

El Programa ‘Financiando los ODS y atacando la desnutrición crónica infantil’ es implementado por el PNUD, el Fondo de las Naciones Unidas para la Infancia (UNICEF) y el Programa Mundial de Alimentos (PMA).

Esta iniciativa, que se ejecutará en 2 años y con un presupuesto de alrededor de 1.4 millones de dólares, cuenta con apoyo y financiamiento del Fondo Conjunto de las Naciones Unidas para los Objetivos de Desarrollo Sostenible (SDG Fund) y plantea mejorar la gestión de la financiación del desarrollo sostenible en Ecuador y apalancar recursos tanto públicos como privados para los ODS. En lo específico, la estructura financiera fortalecida responderá a uno de los principales problemas de salud del país, la desnutrición crónica infantil, que afecta a 1 de cada 4 niños y niñas del Ecuador.
