The Government of Haiti launches the National Integrated Framework for Financing Haiti's Sustainable Development with the support of the United Nations system


Port-au-Prince, May 6, 2021 -  The Ministry of Planning and External Cooperation (MPCE), in collaboration with the Resident Coordinator Office (RCO) of the United Nations system in Haiti, the United Nations Program for Development (UNDP) and the United Nations Conference on Trade and Development (UNCTAD) officially launched, on May 6 in Port-au-Prince, the National Integrated Framework for Financing (CINF) the sustainable development of Haiti . A National Consultation project on the 2030 Agenda , included in this framework, aims to support the country in defining priorities for the mobilization of financing resources in favor of the achievement of the Sustainable Development Goals (SDGs).

The National Integrated Financing Framework for Sustainable Development constitutes an innovative and systematic approach accentuated on the commitment of government stakeholders in association with the private sector, the banking sector, civil society organizations, and with the support of technical partners. and financial. It must lead to the definition of reliable and viable strategies that can guarantee the financing necessary for the implementation of the Sustainable Development Goals. It is a prioritization methodology based on all possible funding sources and possible reallocation of expenditures.

The CINF of Haiti will have to contribute to program the financing but also to establish and review the national strategy of the country by 2030. Hence the commitment made by the Haitian State to achieve this objective.

"For my part, as Minister of Economy and Finance (MEF) and Acting Minister of Planning and External Cooperation, I undertake to exercise the leadership required to promote this framework and also to take the necessary measures to take up the challenge of mobilizing internal resources,” declared Minister Michel Patrick Boisvert.

For his part, Bruno Lemarquis, Resident Coordinator of the United Nations in Haiti said to himself "Delighted to see that through this ceremony, the Government of the Republic of Haiti affirms its commitment to take ownership of this approach, by involving all the stakeholders: the government, the private sector, the banking sector, civil society organizations, with the support of technical and financial partners. Beyond the projects that are starting today, Haiti can count on the support of the entire United Nations System throughout the CINF initiative”.

In addition, the Resident Coordinator of the United Nations System in Haiti, emphasized the long-term perspective in which the CINF falls. It thus aims to fit into existing policies and mechanisms, and to propose additional political and regulatory frameworks in line with the 2030 Agenda.

The UNDP Resident Representative for Haiti, Fernando Hiraldo, emphasized for his part the need for all national actors to get involved in financing and achieving the Sustainable Development Goals in Haiti. "For this exercise, the initial project will seek and encourage the participation of all stakeholders in the country, the only condition for there to be real national ownership of the process and its result," he said.

This process is of paramount importance because the problem of financing the SDGs no longer needs to be demonstrated. Globally, the COVID-19 health crisis has dampened the momentum towards achieving the Sustainable Development Goals that most  countries had committed to and invested in since 2015  to end poverty, fight inequality and injustice, and addressing climate change by 2030. 

Haiti, although less affected compared to other countries, is not exempt from the socio-economic consequences of the pandemic. The recurrent political crises, the country's vulnerability to natural disasters and the decline in official development assistance are also compromising factors for the achievement of the 11 Sustainable Development Goals (SDGs) prioritized by the Haitian Government.

In the absence of adequate funding, achieving the SDGs by 2030 seems even more difficult for developing countries like Haiti. The National Integrated Framework for Financing Sustainable Development should support the country to assess financing options for the achievement of the national SDG strategy as well as to formulate and implement comprehensive action plans and, where appropriate, policy reforms to mobilize financing in the way best aligned with national objectives. 

The CINF joint program is one of a batch of 62 similar projects funded by the United Nations Joint Fund for the SDGs with significant funding from the European Union. The national stakeholders' initiative will initially be supported by UNDP and UNCTAD, under the coordination of the Resident Coordinator's office and the supervision of the MPCE.

UNCTAD looks forward to working with relevant ministries, all national stakeholders as well as the Resident Coordinator's office and UN Country Team partners to ensure the successful implementation of this project. “Identifying and maximizing sources of development finance is an important first step. In this partnership, UNCTAD will focus on the analysis of the different sources of financing and their potential, whether external resources or generated by the national economy. We will endeavor to identify and measure the productive capacities of Haiti with the new index of productive capacities (PCI). said Isabelle Durant, Secretary-General ai of UNCTAD.
