METHODOLOGICAL GUIDE FOR THE ELABORATION AND STRUCTURE OF LOCAL CARE PLANS IN THE DOMINICAN REPUBLIC

This methodological guide aims to support the future Care System in the Dominican Republic by laying out, step by step, how to design and structure local care plans.

The inclusion of a care component in the “Supérate” (translating to “Support yourself”)  programme is for two reasons. On the one hand, the inclusion of care is part of a broader strategy to reformulate the Dominican government's social policy, particularly in terms of the strategy to combat poverty and reduce inequalities. In this sense, the very creation of the Supérate programme reflects an approach that seeks to break with the unilateral logic of conditional cash transfer programmes, including them in a set of programmes that address other dimensions of well-being and personal development. In this sense, the inclusion of care as a component of this programme seeks to satisfy the right to care for children and people in situations of dependency due to disability, old age or other reasons; to dignify the working conditions of caregivers; to generate conditions for the economic autonomy and social integration of thousands of women who currently bear the responsibility of caring for people in the home; and to promote co-responsibility in care between men and women.

The second reason is related to the fact that the implementation of the care component in the Supérate Programme will serve as a pilot towards the creation of a National Integrated Care System in the Dominican Republic. In this way, this Pilot will serve to test the implementation of innovative services that guarantee the right to care for children, the elderly and people with disabilities who require assistance and support because they are in a situation of dependency. It will also serve to test a training programme for caregivers as an initial step towards the formation of a training component of the future Care System.
