Leaving No One Behind: Establishing the Basis for Social Protection Floors in Lao PDR


The programme brief description

Lao PDR is in the very early stages of developing its social protection system. Current coverage is low, at just 15% of the working-age population. The main objective of the UN Joint Programme is to support the Government of Lao PDR to implement the new National Social Protection Strategy, through an interconnected, two-pronged approach: (1) developing the systems and putting them into place and (2) implementing a flagship social protection programme namely, the Mother and Early Childhood Grant.

In Lao PDR, more than 40% of children under 5 years are affected by chronic malnutrition. The first 1,000 days of a child’s life from the onset of pregnancy to the second birthday are crucial for healthy development and to prevent nutrition-related diseases. The interventions proposed under this JP have multiplying impacts on several SDGs; directly impacting poverty reduction, nutritional gains, reduction of socio-economic inequalities, improvement of gender equality markers and overall system sustainability.

Approach

The overall objective of the JP is to support the Government to implement the new National Social Protection Strategy, through an approach focused on systems development. The JP has two interconnected components; (1) institutional development through technical support to the Ministry of Labour and Social Welfare, and (2) design and pilot of the Mother and Early Childhood Grant.
