Presentation of the results of the ILO survey to government actors on social security in Mauritania


The various stakeholders in Mauritania met to work on validating the results and planning training on social protection indicators.

In recent years, Mauritania has made great strides in managing the aid it provides to vulnerable populations. Following the adoption of the National Social Protection Strategy (SNPS) in 2013, the Mauritanian Government has developed a series of social protection tools and programs to combat deeply rooted vulnerabilities, chronic poverty, food insecurity and malnutrition linked to shocks. These include regular and shock-sensitive social safety nets (e.g. Tekavoul and El Maouna cash transfers, EMEL, school feeding programs), the creation of assets, the deployment of the national social register, strengthening of the National Social Security Fund (CNSS) and the National Social Security Fund

The joint program financed by the Joint SDG Fund, executed by UNICEF, WFP and ILO will tackle these issues by improving the articulation between contributory and non-contributory social protection programs and by supporting the development of essential elements of a social protection system for Mauritania. It will therefore mobilize technical skills and assistance in coordination with a view to improving operational relations between existing social protection programs, the promotion of basic social services, evaluation and participation in the evolution of the deployment of social security insurance in rural areas.

Mauritania will launch, with the support of development partners, a revision of the national social protection strategy (SNPS). This training is perfectly aligned with the objectives of this project which aims, among other things, to make a large inventory of social protection programs and mechanisms, to carry out a review of expenditure and analyze its effectiveness, then to identify gaps and, at the end of the process, work out extension or growth scenarios with the actors. As statistics play an essential role in achieving the expected results of this study, it is in this context that this training is organized.

The Social Security Survey has become the main tool used to collect data on social protection coverage, recognized internationally. In addition, indicators on the sufficiency of social protection benefits and on the receipts and expenditures of social protection schemes are also essential elements in monitoring the good performance of social protection systems. These data are also captured through the Social Security Survey. The SSE therefore constitutes a fundamental database for disseminating information on social protection, understanding current trends, and assisting in making policy decisions. 

As part of the Joint SDG Fund programme, this survey by ILO social security was carried out with the support of the Ministry of Public Service and the Labor and Modernization of the Administration. The results of which were presented during a workshop aimed at building the capacities of the actors involved in the ISS survey on the analysis collection used to disseminate data - the calculation of social protection indicators in order to be effective relays for the next surveys and its appropriation by national actors.

More than 30 resource persons from the ministerial departments and social protection programs concerned by the survey participated in this workshop: Ministry of Labor, Finance and Social Affairs of Health, the CNSS, CNAM, National Statistics Agency, unions of workers and employers and statisticians.

Recommendations of the workshop:

  • Appropriation of this survey by the MFPTMA, which will be responsible for piloting the survey for the next few years through a technical commission made up of resource people from the various structures concerned by the survey with the technical support of the ANESD (National Agency for Statistical Development)
  • Facilitate the data collection system through the establishment of interoperability of information systems of institutions and social protection programs to collect reliable data
