The DR receives the SDG Fund for the first time to promote Communities of Care


With this initiative, the country will advance in the construction of a National Care System, which will contribute to the poverty reduction strategy and the acceleration in the fulfillment of the commitments assumed by the Dominican State, as part of the 2030 Agenda and the Sustainable Development Goals. 

Santo Domingo Dominican Republic. (March 2022).   The Dominican Republic receives, for the first time, the Joint Sustainable Development Goals Fund of the United Nations (Joint SDG Fund), of a non-reimbursable nature, with the purpose of supporting the design and implementation of the Care Communities pilot as part of the National Care Policy carried out by the current Government administration.

In this sense, the Minister of Economy, Planning and Development, Miguel Ceara Hatton, and the resident coordinator of the United Nations System in the country, Mauricio Ramírez Villegas, signed a cooperation agreement, which will provide for a period of two years the mobilization of USD 725,400.00.

In the Care Communities pilot, to which the Joint SDG Fund will contribute, it unites the efforts of 11 government institutions made up of the Ministries of Economy, Planning and Development and the Ministry of Women; the Supérate Program, the Single System of Beneficiaries (SIUBEN), the National Institute for Technical-Professional Training (INFOTEP), the National Institute for Comprehensive Early Childhood Care (INAIPI), the National Council for the Aging Person (CONAPE), the National Disability Council (CONADIS), the National Council for Children and Adolescents (CONANI), the Ministry of Labor and the General Directorate of Strategic and Special Projects of the Presidency (PROPEEP).

With this initiative, the country will advance in the construction of a National Care System, which will contribute to the poverty reduction strategy and the acceleration in the fulfillment of the commitments assumed by the Dominican State, within the framework of the 2030 Agenda and the Sustainable Development Goals.

Minister Ceara Hatton explained that the development model focused on improving people's quality of life implies not only guaranteeing food, health, education, housing, work, social protection and other rights inherent to the human being, but also a more present State, that guarantees the right to care and care with dignity. 

It is about recognizing care as a public, collective issue of prime importance in economic and social matters, expanding the public services that serve different populations that require care and those that are dedicated to care, he specified.

While the resident coordinator of the United Nations System in the country, Mauricio Ramírez Villegas, pointed out that "the unpaid care work of women and girls has increased drastically due to confinement, the closure of schools and nurseries, and the increase needs for the care of the elderly and other vulnerable groups. With the support of the Joint Program, the pilot actions are expected to advance in the recognition, reduction and redistribution of unpaid care work, promoting a shared responsibility and a reinforced role of the State as guarantor and protector of human rights”.

Care Communities Pilot

According to the report, carried out by the Ministry of Economy, Planning and Development, about 850,000 people require care services in homes participating in the Supérate program, including children, people with disabilities and older adults. Faced with this demand, it is necessary to strengthen alliances that contribute to redistributing co-responsibility for care between the State, the community, the private sector, the family, and men and women.

For such purposes, the pilot prioritizes three territories and will materialize with the design and implementation of Local Care Plans in the provinces of Santo Domingo Este, Azua and Bánica.

The pilot will strengthen the coordination of the institutions that provide care, will develop local plans to guarantee that children, people with disabilities and older adults can access care services in their locality, will implement training and certification actions for caregivers and caregivers, will design a communication strategy to inform citizens and institutions about national policy, and will produce and manage data and evidence for decision-making.

The initiative will be implemented through technical assistance from UN agencies: International Labor Organization (ILO), UN Women, the United Nations Population Fund (UNFPA) and the United Nations Development Program (UNDP), that will be working hand in hand with State institutions during the two years of implementation.
