Small Island Developing States Leave No One Behind Integrated Policy

Supporting the economic resilience and food security of young people and women through social protection


Comme tous les Petits Etats Insulaires en Développement (PEID), Haïti est confronté à l’épineux problème du chômage (14.5% en 2020) particulièrement celui des jeunes et des femmes, lesquels rencontrent d’énormes difficultés pour trouver un emploi et gagner un revenu décent. Sous le leadership du ministère des Affaires Sociales et du Travail (MAST) et du ministère de la Planification et la Coopération Externe (MPCE), le programme conjoint vise à renforcer la résilience des jeunes et des femmes aux chocs économiques, particulièrement dans le Département de la Grande Anse. Il vient donc en appui à l’institutionnalisation et l'opérationnalisation des deux politiques publiques qui soutiennent des mesures de lutte contre les vulnérabilités multi dimensionnelles dont souffre Haiti en tant que Petit Etat Insulaire en Développement et Pays Moins Avancés. L'adoption de ces politiques offre ainsi un cadre  systématique et cohérent pour la réduction des vulnérabilités. Bien plus, elles contribuent à institutionnaliser la réponse aux besoins des populations laissées pour compte.

Under the leadership of the Ministry of Social Affairs and Labor (MAST) and the Ministry of Planning and External Cooperation (MPCE), the joint program aims to strengthen the resilience of young people and women to economic shocks, particularly in the Department of Grand Anse. It therefore supports the institutionalization and operationalization of the two public policies that support measures to combat the multidimensional vulnerabilities from which Haiti suffers as a Small Island Developing State and a Least Developed Country. The adoption of these policies thus provides a systematic and coherent framework for reducing vulnerabilities. Moreover, they help to institutionalize the response to the needs of populations left behind.

Approach

The Joint Programme aims to strenghten the resilience of young people and women, particularly in the Department of Grande Anse, and to improve food security by increasing the economic participation of these groups in agriculture and agro-industry. The programme also aims to strengthen coordination between humanitarian and development actors and social promotion and protection actions implemented in response to shocks by setting up an information system that facilitates targeting, limits duplication and strengthens the resilience of vulnerable groups.
