UNDP and Yerevan Municipality to Improve Capacities of Staff of Administrative Districts for Better Service Provision


The specialists from the financial, revenue accounting and collection departments of the Yerevan Municipality and 12 administrative districts of Yerevan participated in the “SDG budgeting” training held within the UNDP “Making Finance Work for Transformative Change in Armenia: Unlocking Finance for Armenia 2030” project in Yerevan on August 17-19, 2022.

The main topics of the training were related to budgeting for sustainable development goals, forecasting and revenue planning in the fiscal framework, and monitoring and evaluating program budgets.

The Mayor of Yerevan, Hrachya Sargsyan and UNDP acting Resident Representative Konstantin Sokulski attended the event. In his opening speech, Sokulski particularly highlighted the opportunities for staff to improve their leadership, communication and finance skills through an innovative and inclusive methodology.

“The quick change in the information field gives rise to constant self-education and knowledge updates. If any new tools are applied during daily work, we can already mark success,” said Mayor Sargsyan. He thanked UNDP partners for their contribution and expressed hope for future cooperation in other areas.

SDG budgeting provides a comprehensive methodological approach which helps the countries to design the state budget and its programs in line with development policies and strategies as well as SDG targets and indicators. In addition, this methodology allows us to estimate how the state budget contributes to SDG implementation and financing.

“In today’s rapidly changing environment, including the national and international financing architecture, the roles of the municipalities are also being reviewed and adapted accordingly. Therefore, this training is a great opportunity to transfer the knowledge on SDG and program budgeting to Yerevan Municipality staff. We are sure that it will help us build strong capacities and efficient cooperation with Yerevan Municipality,” said Ligia Ghazaryan, project coordinator of the “Making Finance Work for Transformative Change in Armenia: Unlocking Finance for Armenia 2030” project.

It primarily supports the participants in getting familiar with international experience, updating their knowledge, learning new tools and methodologies, identifying their professional capabilities and filling in the gaps. 

“The format of this capacity-building measure differed from all the others we have been taking part in for several years. It was more interactive; team works gave space to participants for self-expression and active participation. Besides, it had important elements of motivating those present,” said Ruzan Khechoyan, leading specialist of the revenue unit of the Arabkir administrative district.

Thanks to effective cooperation, the training will continue to improve the quality of services provided to citizens by the staff of the municipality and administrative districts.
