Social Protection for a Just Transition: Albania and Cambodia

Albania

The Joint SDG Fund is working on a transformative initiative in Albania to enhance job creation and strengthen social protection systems. The joint programme focuses on creating green and digital jobs and advancing skills development in key economic sectors. This effort supports people with disabilities, women, and youth, particularly in rural areas, promoting inclusive growth and development.

Aligned with Albania's goal of EU integration, the joint programme aims to establish a sustainable Integrated National Financing Framework (INFF), with a particular emphasis on the National Compulsory Training Fund. This approach ensures that resources are effectively mobilized to support ongoing development progress, fostering a more inclusive and resilient economic environment.

Cambodia

The Joint SDG Fund is advancing efforts in Cambodia to accelerate policy reforms, digital transformation, and financing mechanisms aimed at expanding social health protection and achieving universal health coverage for vulnerable groups, including persons with disabilities. This joint programme is dedicated to fostering inclusion and ensuring comprehensive access to essential health services.

The focus is on integrating social protection and employment systems to improve workforce skills, productivity, and entrepreneurship. This includes advancing technical and vocational education and training (TVET), forging innovative partnerships with the private sector and industry, formalizing jobs and enterprises, and implementing graduation-based social protection.
