UNDP-Comoros and the Ministry of Finance are launching a program to, Strengthen the Framework and the Financing Ecosystem of the SDGs (Renforcement du cadre et de l’écosystème du financement des Odd (Rcff-Odd)), in the Union of the Comoros. A project estimated at US $1,100,000 dollars, which aims to support the government in strengthening the national financial ecosystem to allow better mobilization and management of resources for the achievement of the SDGs.
The United Nations Development Program (UNDP) and the Ministry of Finance launched yesterday at the Retaj hotel the project to, “Strengthen the Framework and Ecosystem for Financing SDGs (Rcff-Odd)”. The ceremony was honored by the presence of representatives of various agencies of the United Nations system in the Comoros, the Ministry of Foreign Affairs, the Ministry of Health and Justice of the General Planning Commission, etc.
The cost of the program in question is estimated at US $1,100,000. Its main objective is to support the government in strengthening the national financial ecosystem to allow better mobilization and management of resources for the achievement of Sustainable Development Goals (SDG).
In his speech, the Minister of Finance and Budget Saïd Ali Saïd Chayhane emphasized above all, “the development of the Comoros necessarily involves the mobilization of domestic resources before counting on any support from our partners”, and “since the return of President Azali Assoumani to the supreme magistracy, the economic and social emergence which is today the compass of his action and that of his government is also realized with purely Comorian funding”.
Saïd Ali Saïd Chayhane believes, that this new project will serve to "strengthen the mechanism for collecting and securing national resources with a view to optimizing their use, particularly in favor of social sectors including health."
Emerging Comoros terms of funding
The Resident Representative of the UNDP Comoros, Fenella Frost, showed that this project “aims to support the government in promoting essential reforms for the creation of an appropriate environment for the financing of the Comoros Emerging Plan (Pce) and SDGs.” The UN official also indicated that, “the project will prioritize support for bold and innovative reforms which strengthen national capacities to empower the country, both to mobilize the required resources and to absorb them effectively in favor of the achievement of the SDGs. ”
The Representative of the UNDP finally welcomed the government's commitment while committing to support, “your commitment also remains crucial in this phase of project implementation given the major institutional and operational transformations in the management of public finances that are targeted, and that require strong government leadership. I am thinking in particular of the restructuring of the management of the Pip, the establishment of a National Integrated Financing Framework (INFF), the taxation of the informal sector and the strengthening of tax audit mechanisms and practices with the support of Tax inspectors without borders.”
The Director General of Strategic Planning and Population at the General Planning Commission Abdourazak Ibrahim presented the project. According to him, this project will make it possible to, "strengthen the capacity to mobilize internal resources… thanks to the implementation of the inspector of taxes without borders initiative. The Country sets up and uses effective tools and processes. Stakeholders in the Health sector have the capacities and tools for transparency in the implementation of the SDGs.”
