Promoting Strategic Planning and Financing for Sustainable Development on National and Regional Level in Ukraine
Brief Description
The Joint Programme responded to the Government of Ukraine’s need to build consensus on financial flows and reforms for financing the Sustainable Development Goals (SDGs). It helped strengthen institutional and legal frameworks, enabling more results-oriented and gender-responsive strategic planning. At the same time, it mapped and reviewed development finance flows across the country.
A central focus of the programme was promoting and supporting the establishment of Integrated National Financing Frameworks (INFFs), which improved the connection between public policy implementation and ongoing decentralization reforms.
Approach
The programme worked to create the conditions needed to unlock cross-sector collaboration and mobilize new financing mechanisms grounded in gender equality and human rights. This, in turn, contributed to increasing private sector investment toward achieving the SDGs.
Its overall approach to supporting INFFs was guided by Development Finance Assessments (DFAs) and budget tagging exercises. These provided a strong evidence base, helping inform more strategic decision-making and more effective allocation of financial resources toward national development priorities.
