Brief Description

The joint programme titled 'Strengthening the social protection system and active labour market policies throughout the life cycle in Paraguay' aims to support the Paraguayan government's efforts to enhance its social protection system and labor market policies, addressing challenges related to an aging population and technological changes while focusing on barriers faced by young people, particularly women.

The joint programme strengthens Paraguay's social protection system and active labor market policies, addressing barriers faced by young people, particularly women, in the labor market. It enhances the Ministry of Labor's capacity to identify skills gaps and anticipate impacts of technological and climate changes. The programme facilitates dialogue on pension reforms, reaching numerous beneficiaries and significantly advancing Sustainable Development Goals (SDGs) related to social protection and employment.

Expected key results

  1. Strategy designed aimed at improving the labor insertion of young people, particularly women, suitable to the changing world of work and the access barriers that this group faces.
  2. Technical and analytical capacity improved of the Ministry of Labor to identify skills gaps, anticipate the impacts of technological and climate change, and design a pertinent lifelong learning strategy that promotes just transitions of workers towards productive occupations.
  3. Dialogue agenda implemented with representatives from the Government, Employers, Labor Unions, and the Civil Society about potential pension system reforms and some identified reform options.
