The joint programme titled 'Triggering effective access to social protection and jobs services through a strengthened universal social registry in Colombia' aims to enhance Colombia's social protection and jobs system by strengthening the Universal Income Registry, addressing access barriers, and implementing pilot one-stop shops to improve service delivery, particularly for vulnerable populations.
The program strengthens Colombia's social protection and jobs system by enhancing the Universal Income Registry (RUI) to ensure inclusivity and responsiveness to shocks. It supports national agencies and local governments in using data for evidence-based policy-making, identifies barriers to access for vulnerable populations, and implements pilot one-stop shops to streamline service delivery. The initiative reaches over 48 million people, focusing on children, women, and marginalized groups, ultimately advancing SDGs related to poverty reduction, gender equality, and decent work while enhancing climate resilience.
Expected key results
- Improved RUI’s data use in policy making for social protection and decent employment: DNP, key national SPJ agencies and local governments have been supported and enabled to use data from the RUI in designing and implementing evidence-based social public policies, while improving policy coherence. Test analysis modules assessing children, adolescents, gender-based vulnerabilities, and shock responsiveness implemented and in use.
- Main access barriers and exclusion errors identified and reduced through the implementation of analytical/operational tools: RUI’s users experience assessed, and access bottlenecks identified, with a focus on historically deprived and neglected regions. Models, tools and/or strategies to solve access problems in selected flagship programs implemented. Desk analysis on the implications and results on poverty and inequality will be performed.
- Pilot of SPJ one-stop shops implemented and evaluated in two selected municipalities, including at least one in a region with high levels of deprivation: Models tested with a child, adolescent, and gender emphasis, as well as a shock-responsive approach, and amended as necessary to reach a scalable solution.
